The Taganrog Tram Project is Russia’s first tram concession, which covers the entire transport infrastructure of the city and not just its individual part.

On May 25, 2021, Sinara Urban Transport Solutions Taganrog (a subsidiary of Sinara Urban Transport Solutions, shortly SINARA UTS, a JV of Sinara Transportation and Regional Concessionary Companies LLC) entered into a concession agreement with the City of Taganrog municipality for the development of tram network and the purchase of new rolling stock for Taganrog. The term of the agreement is 30 years.

The large-scale project will entail the complete construction of 45 km of state-of-the-art tramways and the purchase of 60 new single-section fully-low-floor cars. In addition, 100 stop area structures will be upgraded or fully replaced, 8 traction substations, a control center, and a depot will be rehabilitated.

The project is implemented in two phases. Phase one was completed in September 2021, by that time, the city received 10 vehicles, 10.6 km of tramways were laid, and tram route No. 3 was launched. The commencement of phase two was officially announced by Valentina Matvienko, Chair of the Federation Council of the Federal Assembly of the Russian Federation.
